I get that the limit means they'll end up going faster than a lot more vehicles than they normally would. Lorry in lane one doing 56.56383mph, lorry in lane 2 doing 56.95463, lorry in lane 3 doing 57.0123523. Should be banned unless there is something straddling two lanes.
