It appears to be. Supposedly people behind him got hit and possibly fatally. It seems to be pure dumb luck Trump just got grazed. Possibly a crappy gun or low power. Maybe 3d printed since the talk seems to be the crowd was checked on entry, which are notoriously bad but would get past metal detectors.
