Is it simply that the military-industrial complex doesn't want to, and think that by ignoring the requirement to withdraw, they can carry on funding and facilitating the destabilisation of the region and perpetual war? The idea that this sprang suddenly from a phone call last week is nonsense - it's been his stated policy for literally years, and it's very obviously not what the neocons want to do. If they’d done three years of spreadsheets on how to leave families of allies open to war crimes and murder I’m not sure that would have been better.
