Nope, you can find gems in later rounds (Tom Brady, 7th round), and total wasters in the first round, sometimes with the first pick. Look up Ryan Leaf, he was drafted #2 after Peyton Manning. Usually you're looking for your first round pick to be an instant starter, but it depends on how you draft (whether it's a project or to plug a hole) There are also plenty of examples of players who went totally undrafted and carved out very successful careers for themselves.
