Unfortunately the only way to find out is for yourself. Whatever outage you are talking about clearly isn't affecting VT, which means Amazon's cluud services are still running. I can tell you my employer's (large) Google estate is also unaffected (at least at the moment). Where are you hearing about a "global IT outage"? Sky News isn't broadcasting, various airlines around the world reporting technical difficulties and have grounded planes amongst many other things.
