From what I can gather sheen has it under control thanks to medication and the chances of him spreading the disease are incredibly slim, if he's having protected sex with a prostitute should it be illegal for him not to declare it? For the UK, there is clear guidance on legal questions: Quote This guidance sets out how prosecutors should deal with cases where there is an allegation that the suspect/defendant has passed an infection to the complainant during the course of consensual sexual activity.
