Of course he can - he makes absolutely no attempt.  Should be a goal IMO.

Dumfries is still there though. If he dives its straight into his knee and risks serious injury

Looks a fair offside as keeper cant dive with Dumfries there

Keeper didnt even dive for it. If he did and he hits the player than then that would highlight the point.

He didnt obstruct or block his view

How is he possibly not interfering?

I guess it depends what your interpretation of "interfering" is.  He's stood to the side of a goalkeeper who cannot make the dive quickly enough to get to a ball that is fired into the corner.  The goalkeeper doesn't attempt to dive - he isn't blocked by the attacker or in any way impeded.

So, for me, the attacker isn't blocking the goalkeeper, isn't blocking the goalkeeper's sight and has no impact on the ball going into the corner.

If "interfering" just means standing close by, then sure.

Or he doesn't dive because he can see a guy stood offside a yard away from him

Impacts his decision making

I'm genuinely gob smacked people think that's not offside

It's literally impossible to be stood there and not impact the keeper
