Could that be down to how Brighton play though? They tend to be happy to keep the ball and pass sideways all game, with a manager with a more attack minded approach he may look to progress the ball more to the creative players further up the pitch. Either way, he improves our midfield

If you read the Brighton forums they all say hes good at getting and keeping the ball and carrying it forward but he's not a progressive passer at all.

He's very defensive, very much a 6, even more so than Kamara.

Its less to do with the team and more to do with his role. Nakamba sports similar stats for the same reason. Surprisingly good although not exceptional passing accuracy but absolutely terrible progressive passing.

Normally what happens is that the other midfield partner takes on the role of progresser. In Brighton's case that's Pascal Gross, who not coincidentally has one of the worst passing accuracy stats for his position, but very good progressive passing stats.

That being said, I think both "passing" roles are important, they're just important in different ways. For a team like us who struggles to keep possession, perhaps we need a player who can maintain a very high passing accuracy more than we need a risky progressive passer.

Do we know if Bissouma has been cleared from the Sussex-based criminal investigation? From Brighton & Hove News in April:

Outstanding talent but two major cruciate injuries already. Plus loads of niggly ones the last few years.

Not worse the risk for the cost IMO.

It's also a lot to do with the fact that Nakamba is not a very good passer. You could not play the "passer" role and still not be in the bottom 7 percentile for progressive passes.

Villa tend to lose possession in the next phase, when Ramsey plays quick one touch passes with Buendia/Coutinho (but no goals without risk taking obviously)
