I'd say there is reason for 'moral and ethical concern for the USPS' when it is being defunded in an obvious move to suppres votes (which he literally said on TV). He knows this. Yes that is usually true, though in this instance the thinking goes that Trump’s voters don’t believe the virus poses any real danger so will happily vote in person if they need to whilst Democrat voters will listen to advice telling them not to go out and instead vote from home.
