Different things are different things. Sandwiches can be served hot (bacon or sausage being classic examples and some that definitely shouldn't have butter on). I wouldn't add jam or cream to a burger but I wouldn't add them to a sandwich either. However, I'm sure there are burgers out there with jam and cream in them. A burger is a type of sandwich (an item of food consisting of slices of bread with a filling between them), in the same way a Tuna melt or cheese toasties is a type of sandwich.
