Konsa seems to be ahead of Dunk and Gomez, neither have seen any minutes at this tournament, so I think he is most likely to come in. He’s also similar stylistically to Guehi and Dunk has made high profile errors in recent England games. He's very close now to featuring in a Euro knockout game, and he just isn't good enough. There were at least 2 better options available to Southgate.
