Doing so would mean destruction of the Russian state. (heck, even using chemical weapons on the Ukrainian people would do the same...in time). Even if he loses the plot, it would probably need several people to simultaneously judge that starting a nuclear war was a sensible idea. What he can do is terrorise Ukraine with conventional weapons and other non-nuclear WMDs, as he has done previously in Syria.
