Responsibility for the car bomb has been claimed by a group calling themselves the National Republican Army.

They have now published their "manifesto". It is reported here (Ukrainian Pravda)

"We, Russian activists, military and politicians, now partisans and fighters of the National Republican Army, outlaw warmongers, robbers and oppressors of the peoples of Russia!

We declare President Putin a usurper of power and a war criminal who amended the Constitution, unleashed a fratricidal war between the Slavic peoples and sent Russian soldiers to certain and senseless death.

... Putin will be deposed and destroyed by us! ... We declare officials of the government of the Russian Federation and regional administrations to be accomplices of the usurper - those who do not resign their powers will be destroyed by us.

We declare businessmen who earn their money on corruption and connections with officials - traitors to the Motherland and accomplices of the usurper. The property of those who do not repent and do not speak publicly against this government and its war, and they themselves will be destroyed by us.

We declare employees of power structures as accomplices of the usurper. Those who do not lay down their arms and take off their shoulder straps will be destroyed by us.

We declare military cargoes and the cargoes of those who earn money in the war and help it financially as legitimate targets that we will destroy."

Chechen groups are also arming themselves for a third Chechen war, much with the help of their volunteering in Ukraine. It could have been related to Chechnya too. Estimates suggest that as many as 6 battalions of Cechens loyal to the first Dudayev government have been in and out of the Ukrainian army. When you consider how many losses Kadyrov's idiots have had, that must be getting to a point where this group would likely be able to cause massive damage in Grozny.

Spookily Dudayev said this about Ukrainians before he was assassinated by FSB operatives:

What's terribly ironic is that Russia thinks it's so much more stately and developed than Ukraine when you consider that Kyiv was one of the major cities in Europe about 200 years before Moscow was even founded. Russia was wilderness with the odd trading post when Kyiv and the norse kings there were causing mayhem in Constantinople. It's like Putin doesn't have history books that go back further than Peter the 'Great' raping his way through Europe.

The irony is that Segal is a proponent of Aikido, which as I understand it (I am a former student of freestyle kickboxing and karate) requires someone to attack you first to be effective, as it's all about redirecting attackers energy. Not sure that applies to Russia!

Do we think he/they are being opportunistic with this claim of responsibility or do we think that such a group actually did this?

I have no idea

To be perfectly honest, it wouldn't shock me if it was the FSB themselves.

Whether there are people high enough in the FSB and are also part of this NRA, no clue but it's possible

Why do I think it's the FSB? Well for one, the car was in a very secure car park prior to the bomb going off, it was expected that the father would have been driving so that again needed knowledge of expected movements and the FSB are known to have elements, very much at odds with some of the ideologues that have Putin's ear.

The only way it is them, is if they have supporters high up in the security services but I also wouldn't rule that out completely

One thing it isn't and thats a Ukrainian Secret Services female Operative that escaped to Estonia (as announced by the FSB)

Its possible this is Putin's "Kirov moment". For those not familiar, Stalin had Kirov, a close ally, assassinated and used that pretext to unleash the reign of terror in the USSR and tighten his grip on power.

In keeping with Putin being the incompetent version of Stalin its possible the FSB botched the car bombing.

False flag terror attacks are a hallmark of Putin who ordered the bombing of Russian apartment blocks early in office as a pretext to help seize greater power.

In this instance, however, it is known that the FSB is very much at odds with the Kremlin. Putin having placed a number of top FSB Leaders under house arrest. I think it's wrong to assume that the FSB and the Kremlin are totally in sync here.
