This is why China has been determined to not be like Russia and allow Oligarchs to take control of state assets etc. We may not like a lot of what China does but the Communist Party there want to better the lives of people of their country. Its why they've taken down the property bubble there themselves and are targeting the rich. It's a completely different society but China has never wanted to threaten the west, it wants to economically dominate if it can.
