I was fuming when it was chalked off and denied us going top but Ramsey did hold the keeper's arm when he was punching it clear so you could make the case he was impeded more than the Arsenal goal imo. It's up to the keeper to go around him if he wants to get to the ball. Different story if Habertz is moving and actively blocking the keeper. Can't tell from a still picture.
