The Prime Minister forms a government at the behest of the Queen, is she within her rights (for want of a better term) to ask the incoming Prime Minister to prove he has the confidence of parliament before she asks him to form a government? I think there has been much musing on 'constitutional twitter' (and blogs beyond) about the subject. I'd have thought that she is obliged to follow the advice of her outgoing PM - so if May suggests that Johnson is best placed to command the support of the house then she should follow convention and ask him to form a government.
