I'm not sure there is anyone to be perfectly honest
It isn't that simple anyway. There are two Tory Parties (just as there are two Labour Parties) and the person who gets the job will have to keep both sides happy. That's really why Johnson is in this mess, he failed to keep the side he picked as his own happy. The throbby right wing Brexit nutters don't like all the restrictions (which is why we have hardly any), they also don't like the Brexit deal they originally liked (that there is an indication in itself that the throbbers are stupid.) Boris has failed to satisfy the side he chose and that's why all the revelations are being leaked
Sunak, will be the throbbers candidate and Truss will be less throbby sides candidate because no-one likes Gove, no-one. But Gove will stand because he's the sort of socially inept buffoon that doesn't realise no-one likes him. That Truss will even be a candidate shows the lack of talent at their disposal. Look behind Sunak and Truss, who is there? Raab? Dories? (and the trobbers hate her too) Patel? Javid? Shapps? Braverman? Rees-Mogg I'll wager most have never even heard of the rest of the cabinet, seriously your average elector won't have a clue who Dowden and Malthouse are let alone the likes of Donelan and Adams. There's only one Cabinet member apart from Sunak that appears to have any kind of nouse and thats Zahawi. Most of that cabinet are nothing more than sock puppets
Even beyond the cabinet, there's Duncan-Smith, Liam Fox. Ester McVey, Jeremy Hunt... David Davies? They are a party of inept dipshits just as riven by internal disputes as Labour (if not moreso tbh)
They've almost exhausted the current talent pool, which is a feat in itself given the actual size of the current parliamentary party and which also shows why most of them are there.
