If a baby earns over the tax threshold for doing modelling or acting, it pays income tax. The only tax which has a lower age limit that I’m aware of is National Insurance (16) Taxation isn’t really connected to adulthood nor is it related to democracy. A foreign national can come to this country to work (with a visa obviously). They don’t get to vote but they do have to pay tax.
